As part of the implementation of a deposit system in the context of the waste and circular economy on Cape Verde, a preliminary analysis of the initial situation was first prepared by the AHK Portugal in cooperation with local partners – the Ministry of Environment and Agriculture MAA, the Water and Waste Authority ANAS and the General Directorate of Environment DNA. This provided a market-specific information basis regarding the sector structure of the most relevant stakeholders, including opportunities and challenges.
The next step was the preparation of an economic feasibility study for the implementation of a deposit system by a service provider selected in a public tender. The relevant points were the selection of adequate recycling and packaging technologies as well as the calculation of economic viability and the identification of financing options for these technologies. In addition to the development of concepts and the formation of capacity building measures, the economic feasibility study includes a business plan that is intended to provide an appropriate basis for decision-making for all parties involved in the implementation of a deposit system.
The economic feasibility study including the business plan was presented in a workshop with local, selected stakeholders in Cape Verde, jointly discussed and adapted to local conditions. The aim was to define the follow-up steps of the local stakeholders in an action plan for the implementation of a deposit system. In addition, products and technologies of German companies were positioned by a technology specialist, especially since German companies have an information and technology advantage, so that the German market can develop into a leading and reference market here.
Afterwards, a webinar was organised by the AHK Portugal in which the project results were presented to interested German parties by the external service provider, Cape Verdean stakeholders and the AHK Portugal. Here, the transferability of the solutions applied in Cape Verde to other small island states was also pointed out.
Both the economic feasibility study incl. the business plan and all results of the workshop and webinar were published after the project and thus made available to interested German companies and institutions, the participating partners as well as Chambers of Commerce and Industry with a focus on Sub-Saharan Africa.
