CapaViet strengthens Vietnamese authorities at the provincial level in the independent registration and assessment of contaminated sites. For environmental authorities in Vietnam, the project identified approaches to further develop the existing legislation of contaminated site management.
Together with the regional environmental agency (DONRE), a cadaster of contaminated sites was developed in Bắc Ninh Province in North Vietnam. Within the cataster, sites in craft villages and industrial zones where contamination-relevant uses have taken place were registered, as well as other potentially polluted sites. In cooperation with environmental experts from district and provincial levels, necessary technical information has been collected. Through the joint development of the cataster, Vietnamese experts could gain further knowledge and practical expertise in the registration of contaminated sites, which was then transfered to experts from neighbouring provinces through workshops and courses. Altogether, more than 800 sites have been recorded in the register.
During the project, two technical courses about the use of mobile Röntgen-fluorescence-analysis (mRFA) for the on-spot detection of heavy metals in soils were held for experts from scientific institutes, environmental agencies and universities in North and Central Vietnam. A study visit to Germany in June 2018 allowed involved employees of DONRE Bắc Ninh to exchange knowledge and know-how with German experts. A technical guideline and two manuals were published in English and Vietnamese as supporting tools for the registration and assessment of contaminated sites.
Within the project, the current legislation regarding the registration and management of (potentially) contaminated sites in Vietnam has been assessed. The legal report includes proposals for Vietnamese decision-makers to further develop the juridical framework regulating contaminated site management.

The follow-up project CapaViet 2, starting from November 2019, builds on the knowledge and expertise gained in CapaViet: Using information from the cataster of contaminated sites, the (potentially) contaminated sites recorded are now sorted according to the priority to carry out remediation measures. Within CapaViet 2, an online course will be developed as a first step to digitalize knowledge sharing about the management of contaminated sites in Vietnam.
