The project is designed to make a direct contribution to building resilient infrastructures, promoting inclusive and sustainable sustainable industrialization and the promotion of innovation (Sustainable Development Goal 9).

Background

Since 2019, Germany has been supporting India for developing the BREF/COINDS document for the Textile Sector in India, under the Indo-German Development Cooperation. The German know-how is brought to India through GIZ and the German Environmental Agency (UBA). Under the ongoing Indo German Development Cooperation, the project on “Best available techniques (BAT) for the textile sector” is being implemented by GIZ, commissioned by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection as a part of the Export Initiative Environmental Protection (EXI) in building sustainable services and infrastructure.

These BAT Reference Documents for the textile sector would serve as a pilot model and the BREF process has the potential to be replicated to other priority industry sectors. The project module also aims at developing the necessary knowledge and capacities of the selected environmental authorities at the National and State levels, and various stakeholders involved.

In its first project phase (August 2019 - March 2023), the project:

  • developed, in close cooperation with the relevant authorities and with the German Federal Environment Agency (UBA), a guide tailored to the Indian context on procedures for establishing environmental standards to promote environmentally friendly production processes.
  • organized training for the partner's experts on the content and use of the guideline
  • finalized the first draft of the Gujarat Textile BREF in cooperation with UBA and submitted it to the relevant authorities.

Aim of the cooperation

The objective of the project module is to support CPCB and GPCB in the development of BREF documents (Comprehensive Industry Documents) at the national level and for the state of Gujarat, adapted to the Indian context, in order to strengthen compliance with environmental legislation in the textile sector and limit related pollution.

These BREF documents for the textile sector could subsequently be applied to other higher priority industries.

Contribution to the United Nations Sustainable Development Goals

The module contributes directly to the development of sustainable cities and human settlements (Sustainable Development Goal 11), in particular to sub-goal 11.6: "By 2030, reduce the negative per capita environmental impacts of cities, including by paying special attention to air quality and municipal and other waste management.

The project builds on the experience, partnerships and successful implementation of the "Supporting the Environmental Protection Export Initiative" project from 2019 to March 2023.
