Jordan has experienced intensive economic development combined with steady population growth in recent decades. These developments have led to an increase in packaging waste and associated environmental problems. As part of Jordan's strategy to build a circular economy, the country has decided to introduce an extended producer responsibility (EPR) system for packaging materials from 2024. A mandatory nationwide EPR system, into which all companies that put packaging on the market pay fees, will provide long-term funding for the collection, sorting and recycling of packaging waste and support the development of the recycling sector.
The Jordanian EPR system is managed by a consortium of the Ministry of Environment and the Ministry of Industry and Trade, as well as private sector stakeholders. The Producer Responsibility Organization (PRO) is managed by the Ministry of Environment in close cooperation with the private sector. The collection, sorting and recycling of packaging waste will be gradually built up by the municipalities and the private sector in the coming years.
The aim of the project module is to support the introduction of the EPR system in Jordan and to establish the necessary structures and processes in the participating organizations. In doing so, the module contributes directly to the Sustainable Development Goal (SDG 11), specifically target 11.6: "By 2030, reduce the adverse per capita environmental impacts of cities, including by paying special attention to air quality and municipal and other waste management."
The project builds on the experience, partnerships and successful implementation of the "Supporting the Environmental Protection Export Initiative" project from 2019 to March 2023.
